The Rhode Island Commerce Corporation is seeking a vendor to design, host, and operate a secure, multilingual household‑income verification platform for the Affordable Solar Access Pathways 2.0 program. The contractor must collect minimal PII, encrypt data, provide a free portal for residents to submit documentation, verify eligibility against public assistance programs, and deliver results within ten business days. Ongoing responsibilities include monthly reporting, audit support, and optional expansion to other related programs.
• Develop and maintain a secure web‑ and mobile‑compatible portal with document upload, status tracking, and multilingual support.
• Ensure data protection per NIST 800‑53 Rev 5, SOC 2 Type II or ISO 27001 standards, with 24‑hour breach reporting and three‑year post‑termination insurance coverage.
• Process verification requests within 10 business days, communicate results to applicants and program partners, and provide monthly performance metrics.
• Retain records, support audits, and optionally extend services to additional Rhode Island Energy Resource initiatives.
