Budget estimate

$1,000,000 – $3,000,000

The solicitation lists extensive earthwork (35,000 cy), multiple HDPE pipelines (total >2,000 lf), road construction, utility installation, and a pole building. Based on typical West Virginia reclamation contracts, earthwork alone can range $0.50–$1.00 per cubic yard, pipelines $30–$60 per linear foot, and road work $40–$80 per linear foot. Adding labor, mobilization, QA/QC, and overhead, the total contract value is likely between $1 million (minimum if many items are priced low) and $3 million (if higher unit rates and full material costs are applied).
