Description

The City of Chula Vista is soliciting experienced individuals or firms to provide professional legislative advocacy services at the state (Sacramento) and federal (Washington, DC) levels. The initial contract is for a twelve‑month pilot with the option to renew up to four additional one‑year terms. Services include developing and executing the City’s legislative platform, representing the City before legislators, monitoring and analyzing proposed legislation, identifying funding opportunities, preparing required FPPC lobbying disclosures, and providing crisis‑communication support. A separate task order will address joint federal advocacy with the City of Imperial Beach on the Tijuana River Valley and border‑sewage crisis. • Core duties: strategy development, monthly/annual reporting, direct lobbying, legislative analysis, funding‑strategy identification. • Optional task order: collaborative federal advocacy on cross‑border environmental issues for Imperial Beach. • Deliverables: monthly progress reports, annual legislative report, legislative forecast, regular communications with City staff, filing of all FPPC Form 700 filings, and coordination with regional advocacy coalitions.

Budget estimate

$150,000 – $500,000

The solicitation does not disclose a ceiling, but comparable municipal lobbying contracts for a full‑service legislative advocacy firm typically range from $150,000 to $500,000 per year, depending on staff levels, travel, and the breadth of deliverables (monthly reports, annual forecasts, joint task‑order work). The lower bound reflects a modest one‑person effort; the upper bound accounts for a multi‑person team, extensive travel to Sacramento and Washington, and the additional Imperial Beach task order.
