Description

The City of Norfolk is seeking a qualified vendor to supply and deliver powdered activated carbon (PAC) on an as‑needed basis to two municipal water‑treatment plants (Moores Bridges and Kristen M. Lentz). The contract covers up to an estimated 400 tons per year (≈300 tons for Moores Bridges, 100 tons for Kristen M. Lentz) delivered in 25,000‑40,000 lb shipments. Deliveries must occur within five business days of order receipt, using self‑unloading trucks equipped with a 25‑ft hose and quick‑disconnect couplings. The PAC must meet NSF‑61, AWWA B600‑16, and a minimum iodine number of 650. The vendor is responsible for safety training, spill cleanup, and any rejected shipments. The agreement term is five years with price adjustments tied to the Producer Price Index for chemicals. Bids are due electronically by the bid opening time on October 15, 2026, and questions must be submitted by October 13, 2026. The award will go to the lowest responsible bidder. • Supply of NSF‑61 & AWWA‑certified powdered activated carbon • Estimated 400 tons/yr, delivered within 5 days of order • Self‑unloading trucks with 25‑ft hose required • Safety, spill response, and testing responsibilities on vendor • 5‑year contract, price adjustments per CPI for chemicals • Electronic bid submission; bid opening Oct 15 2026, 2 PM EST

Budget estimate

$2,500,000 – $4,000,000

The solicitation does not disclose a contract value. Based on the estimated annual volume of 400 tons of powdered activated carbon and typical market prices ranging from $1,000 to $2,000 per ton, the yearly spend is roughly $1.0‑$2.0 million. Over the 5‑year term, the total contract value would likely fall between $2.5 million and $4.0 million, depending on actual unit pricing, price‑adjustment clauses, and any additional service fees for spill response or testing.
