Description
The Phillipsburg Board of Education is soliciting sealed‑bid proposals to provide student transportation services on Route 117 for both the Extended School Year (ESY) and the 2026‑27 regular school year. The contractor must supply fully equipped school buses, qualified drivers and aides, and meet a host of New Jersey regulatory requirements, including background checks, vehicle inspections, driver/aide training, insurance, and performance bonding. The contract runs from early July 2026 through mid‑June 2027 and will be awarded to the lowest‑cost compliant bidder.
• Provide school‑bus transportation for elementary, secondary and special‑education students (including private‑school students) on Route 117.
• Must furnish buses with two‑way radios or cell phones, DVR video/audio systems, seat‑belt locks, and a bus aide.
• Drivers and aides must meet extensive background‑check, TB‑testing, drug/alcohol testing, and licensing requirements; training must be completed twice annually.
• Contractor responsible for accident and “student left unattended” reporting, twice‑yearly vehicle inspections, and retention of records for five years.
• Financial guarantees include a 5 % bid bond (max $50 k) and a performance bond equal to the annual contract amount; insurance minimum $1.5 M combined single limit.
• Bids must be sealed and delivered by June 25 2026; invoices are due by the 10th of each month with payment on or about the 30th.
