DOT DRUG & ALCOHOL TESTING AND CONSORTIUM SERVICES

The City of Palmdale is soliciting proposals from qualified firms to design, administer, and manage a fully DOT‑compliant drug and alcohol testing program, including consortium/third‑party administrator oversight, medical review officer services, collection‑site coordination, laboratory analysis, and a secure online reporting platform. The contract will span three years with two optional one‑year extensions, and the vendor must maintain compliance with 49 CFR Part 40 and the FMCSA Drug & Alcohol Clearinghouse. • Provide full DOT‑compliant drug and alcohol testing services (pre‑employment, random, reasonable suspicion, return‑to‑duty, post‑accident, follow‑up). • Operate a consortium/third‑party administrator program, including random‑selection administration and management information system reporting. • Deliver Medical Review Officer (MRO) services, secure record‑keeping, and online access for city staff, while coordinating with SAMHSA‑certified labs. • Maintain required insurance, licenses, and certifications; supply four client references and meet all non‑collusion, non‑discrimination, and Iran‑contracting certifications.
