CAL FIRE is conducting market research to determine whether a single enterprise content management system (CMS) – or a composable/head‑less architecture – can replace its current dual‑platform environment (Sitecore for public sites and Umbraco for the intranet). The RFI seeks vendor input on platform capabilities, licensing models, migration approaches, accessibility compliance, integration with existing identity and ServiceNow systems, and hosting preferences. Responses will inform a future solicitation that may replace the existing Sitecore contract (renewal due Feb 2027) and the Umbraco support contract (expiring ~mid‑2027).
• Consolidate public‑facing websites and internal intranet onto one CMS platform.
• Provide WCAG 2.2 AA & California AB 434 accessibility compliance.
• Detail migration tooling, licensing options (subscription, per‑seat, unlimited‑user, etc.), and integration with Microsoft Entra ID, ServiceNow, GraphQL feeds, and GIS services.
• Offer rough‑order‑of‑magnitude cost estimates for optional migration of the Incident Database and two OSFM databases.
• Optional vendor demonstrations scheduled for early September 2026.
