Request for Proposal for a Compensation Strategy Study

Harnett County Local Government is seeking proposals from experienced and qualified consulting firms to conduct a compensation strategy study. The study aims to review and analyze the current staff compensation structure, provide recommendations for improvements, and ensure internal equity and external competitiveness. The scope of services includes analyzing position market rates, refining the County's current pay for performance program, examining internal pay equity, and conducting a customized compensation survey. The selected consultant will be expected to attend meetings with Human Resources staff and other internal stakeholders, provide information and answer questions, and make presentations to the Board of Commissioners. • The study will include all regular, full-time, and part-time staff positions. • The consultant will analyze the effectiveness of the existing base compensation strategy and recommend changes. • The consultant will evaluate current salary structure and make recommendations. • The consultant will conduct an internal equity analysis of employee salaries and make recommendations. • The consultant will provide a final report, including an executive summary, approach, findings, recommendations, and a detailed cost analysis and implementation plan.
