Notice of Intent to Sole Source - California USTCF and OSCF Implementation and Oversight

The US Army Corps of Engineers (USACE) intends to solicit a contract action with Tellus Civic Science Corporation as a Women-Owned Small Business (WOSB) sole source. The proposed contract action is designated to provide technical and administrative support necessary for attorneys in the California State Water Board Office of Enforcement to pursue enforcement actions against recalcitrant responsible parties that fail to investigate or remediate Leaking Underground Storage Tank (LUST) cleanup sites. The contractor will provide support activities, including screening LUST cases, communicating with regulators and responsible parties, and creating work products to be reviewed by Office of Enforcement attorneys during the enforcement case development process. The key tasks include: • Project management, including kick-off meetings, monthly project status reports, and personnel management • UST Cleanup Fund (USTCF) claim implementation, including technical and fiscal oversight of active claims • Orphan Site Cleanup Fund (OSCF) grant development and implementation, including assisting with program eligibility determinations, developing conceptual site models, and preparing grant packages The period of performance shall be 12 months from the date of contract award, and the work may be split between individuals working at the contractor's office or at the State Water Board offices in Sacramento, CA.
