Description

The Health Resources and Services Administration (HRSA) Maternal and Child Health Bureau is issuing a full‑and‑open competitive solicitation to create a multiple‑award Indefinite‑Delivery, Indefinite‑Quantity (IDIQ) vehicle that will support systematic evidence reviews and related programmatic work for the Newborn Screening Recommended Uniform Screening Panel (RUSP). Up to five IDIQ contracts will be awarded for a five‑year period (one 12‑month base year plus four optional 12‑month extensions) with a total ceiling of $15.1 M. The government will also award a concurrent Task Order 1 (Firm‑Fixed‑Price) for “Support for Evidence Reviews and Newborn Screening Processes and Reports.” Proposals must be submitted electronically in three volumes (technical, past performance, price) by September 22, 2026. • IDIQ scope: scientific methodology, systematic clinical evidence reviews, programmatic and stakeholder‑engagement support for newborn screening. • Contract type: Multiple‑award IDIQ, Firm‑Fixed‑Price Task Orders, no negotiations for initial award. • Period of performance: 5 years (base year 9/30/2026‑9/29/2027, four 12‑month options). • Estimated total ceiling value: $15,111,361; individual task orders capped by pre‑established labor rates. • Minimum guarantee for the highest‑ranked offeror: $2,500; other awardees have $2,500 post‑award guarantee. • Submission requirements: three‑volume proposal, 25‑page technical limit, past‑performance references, mandatory pricing template. • Key dates: Questions due 9/9/2026, final proposal due 9/22/2026. • Place of performance: Contractor’s facilities or academic institutions; occasional visits to HRSA HQ in Rockville, MD or virtual. • Contact: Shawn Horton (email [email protected]).

Budget estimate

$2,000,000 – $5,000,000

The total ceiling for the entire IDIQ vehicle is $15,111,361 over five years, which translates to roughly $3 M per year across all awardees. Individual contractors could expect anywhere from a few hundred thousand dollars for a single task order up to several million if they secure multiple task orders over the contract life. Factors influencing the budget include the number of task orders awarded, the scope of each evidence‑review project, and the contractor’s ability to offer spot‑discounts. A conservative estimate for a single awardee’s total earnings over the 5‑year period would be between $2 M and $5 M.
