Description
The U.S. Department of State, through the U.S. Embassy in Kigali, Rwanda, seeks a qualified contractor to provide comprehensive preventive maintenance for its fuel storage, transfer, monitoring, and dispensing systems. The contract is for one base year with four optional one‑year extensions (up to five years total). The contractor must supply all labor, tools, consumables, testing equipment, transportation, and technical expertise, and must adhere to manufacturer recommendations, OSHA, API, NFPA, NEC, and local regulations. Deliverables include detailed inspection, testing, calibration reports, fuel‑quality results, deficiency notices, spare‑parts recommendations, and training records. Coordination with embassy personnel and strict safety/lock‑out‑tag‑out procedures are required.
• Annual preventive maintenance of fuel oil pump control systems, distribution piping, underground storage tanks, day tanks, and dispensing equipment.
• Five‑year intensive maintenance activities (tank cleaning, sludge removal, venting, confined‑space work) in Option Year 4 if all options are exercised.
• Calibration and testing of leak‑and‑level monitoring systems (Veeder‑Root or equivalent).
• Training of embassy maintenance staff on procedures, safety, and system operation.
• Submission of electronic PDF reports within five business days after each service visit.
