Comprehensive CDBG‑CV Program Management, Grant Administration, Financial Management, Procurement, Labor Standards, and Compliance Services

Methodist Children's Homes of Mississippi (MCH) is seeking a qualified firm or individual to serve as the grant administrator for its four Community Development Block Grant – Coronavirus (CDBG‑CV) projects, totaling roughly $3.38 million. The administrator will act as a technical advisor and compliance partner, handling program management, federal procurement support, Davis‑Bacon labor‑standards compliance, Section 3 outreach, financial management, grant accounting, reporting, monitoring, and close‑out activities. The contract will be negotiated on an hourly‑rate basis with a not‑to‑exceed ceiling and will run from contract execution (early October 2026) through final grant close‑out. • Manage implementation work‑plans, timelines, and status reporting for four CDBG‑CV grants. • Provide procurement assistance (RFP/RFQ development, bid evaluation, contract award documentation). • Ensure Davis‑Bacon, Section 3, and other HUD compliance requirements are met. • Support financial management: budget tracking, draw requests, reimbursements, audit readiness. • Coordinate environmental review, performance reporting, and grant close‑out documentation. • Submit a fee proposal based on actual effort; MCH anticipates a 5 % administrative allowance (≈$170 k) but does not guarantee full amount.
