Sources Sought for Construction Management, Project Controls, and Claims Analysis Support

The U.S. Army Corps of Engineers (USACE), Baltimore District, is conducting market research for a potential future requirement for technical support services. The services include construction management support, scheduling, project controls, and claims analysis. The contractor will provide support for construction-phase services, planning, design, and construction phase scheduling, and project controls services. The contractor will also provide support for change order administration, technical input regarding REAs, disputes, and claims, and review of contractor payment requests. Some key responsibilities may include: • Participation in and documentation of the three-phase inspection process • Daily QA oversight and RMS reporting • Review of contractor submittals • Review of monthly progress schedules • Meeting support • Deficiency tracking and corrective action monitoring • Support for contract closeout and warranty inspections • Review and analysis of contractor CPM schedules • Critical path and logic analysis • Schedule impact analysis related to contract changes • Review of REAs and claims involving delay and concurrency • Preparation of schedule documentation in anticipation of potential litigation • Evaluation of project schedule risks and economic impacts
