Description
The State of South Carolina Department of Health and Human Services is seeking a vendor to provide Virtel Web Access software (version 4.63 or higher) on a subscription basis for up to 1,000 concurrent users. The award will be a fixed‑price, three‑year contract covering delivery, licensing, maintenance, and technical support, with all work performed electronically. The solicitation requires compliance with HIPAA, HITECH, and other federal security standards, and all vendors must be registered in the state procurement system, submit the required certifications, and certify no conflicts of interest.
• Provide Virtel Web Access subscription (v 4.63+) for 1,000 users, including licensing, maintenance, and support.
• Deliver software electronically via FTP; ensure encryption in transit and at rest, and comply with HIPAA, HITECH, FISMA, and NIST security requirements.
• Submit a single‑entity bid online by 06/09/2026 2:00 PM EST, include all mandatory attachments (debarring certification, OCI disclosure, etc.), and retain the offer for at least 30 days after opening.
• Optional preference claims (U.S. or SC end‑product, SC resident vendor) may be submitted but must be accurate.
• The contract runs from approximately 06/24/2026 through 06/23/2029, with the State retaining the right to terminate for convenience.
