RFP for Community Facilities District Administrative Services

The City of Los Angeles is seeking proposals from qualified firms for administrative and technical services related to existing Community Facilities Districts (CFD). The selected firm will provide services including land use research, classification of property, financial analysis, submittal of special taxes, roll changes, and adjusted property tax bills, delinquency management, and compliance with state and federal disclosure regulations. The contract is expected to be for a three-year term with two one-year renewal options. • The CFDs were established under the Mello-Roos Community Facilities Act of 1982 to finance public improvements and services. • The selected firm will work with the City's Office of the City Administrative Officer to administer the special tax levies for the City's established, active districts. • Proposers must meet minimum qualifications, including being qualified to conduct business in the State of California and having experience with CFD administrative and technical services. • The proposal should include a cover letter, proposal narrative, resume section, staff hourly rates, and a proposal cost breakdown. • The City reserves the right to issue addenda to the RFP and to reject any proposal that does not meet the requirements.
