Description
The County of Onslow is seeking professional engineering/planning services for various solid waste related projects over the next several years. The projects pertain to the Onslow County Solid Waste Department, which includes a 1,050-acre landfill and 7 convenience centers throughout the county. The selected firm will provide services such as engineering and design, planning and financial analysis, monitoring and airspace analysis, and permitting services. The firm will be required to submit a qualification package, which will be evaluated based on factors such as experience, qualifications, and understanding of the project objectives. Some key points to note are:
• The County encourages all businesses, including DBE, minority, and women-owned businesses to respond.
• The County reserves the right to reject any and/or all submittals and to waive defects, technicalities, and/or irregularities in any submittal.
• The County will utilize best management practices to ensure the highest quality of services is provided to its citizens.
• The selected firm will be required to enter into a five-year contractual agreement with the County, with the option for a subsequent five-year extension.
Some of the key services that will be required include:
• Engineering and architectural services
• Planning and financial analysis
• Monitoring and airspace analysis
• Annual NPDES sampling and reporting
• Semi-annual groundwater and leachate sampling
• Quarterly methane gas monitoring
• Preparation of construction documents and bidding services
• Permitting services for Title V air operating permit application
• Landfill gas reporting associated with tier 2 LFG testing
• Design capacity report and annual NSPS
• Engineering services for erosion and sedimentation control permit application
