RFP - Professional Auditing Services

The City of Bakersfield is seeking a qualified public‑accounting firm to perform a comprehensive three‑year audit engagement covering the city’s government‑wide and fund financial statements for fiscal years 2025‑2027, including component‑unit audits, several agreed‑upon‑procedure compliance audits, and a federal Single Audit. The contract will run for three years with annual reviews and may be cancelled with 30‑day notice. The firm must submit a technical proposal and a sealed cost bid by the March 31, 2026 deadline. • Perform GAAP‑compliant financial‑statement audits for FY 2025‑2027 and issue audit opinions. • Conduct agreed‑upon‑procedure audits (Measure N tax compliance, Appropriation Limit, Wastewater Management Plan) and the Uniform Guidance Single Audit. • Deliver management letters, irregularities reports, and support for the City’s Certificate of Achievement for Excellence in Financial Reporting; retain working papers for at least five years.
