Description

The USGS EROS Center in Sioux Falls, SD is seeking a qualified contractor to remove and replace deteriorated chilled‑water, condenser‑water, and heating‑water branch piping, and to upgrade associated pneumatic controls to electric actuators. The work must be performed while maintaining continuous operation of office and data‑center spaces, and includes design‑review, scheduling, and close‑out deliverables. • Replace existing chilled‑water and condenser‑water distribution piping, install new 2‑way valves, and provide taps for future pond‑heat‑rejection connections. • Replace heating‑water branch piping to AHU coils and convert pneumatic valves to electric actuators, integrating with the existing Honeywell BACnet system. • Provide CAD drawings, a Gantt‑chart construction schedule within 10 days of NTP, and all required submittals, punch‑list, and close‑out documentation. • Work must comply with federal, state, and local codes; security passes are required; and the contractor must coordinate shutdowns to minimize impact on critical data‑center operations.

Budget estimate

$5,000,000 – $15,000,000

The solicitation does not disclose a ceiling, but similar federal HVAC retrofit projects for a data‑center of this size typically range from $5 million to $15 million, depending on labor rates, material costs, and the extent of control‑system integration. Factors influencing the final amount include the length of piping to be replaced, the number of valves and actuators required, and the need for schedule acceleration to avoid data‑center downtime.
