Description

The City of Norfolk is seeking to issue up to three contracts with responsible vendors to provide substance and paternity testing services. The purpose of this RFP is to obtain timely, accurate, and trauma-informed drug screening, environmental testing, and paternity testing services to identify and mitigate risks in at-risk families. These services support case planning, family reunification, and court-involved decisions within the continuum of child welfare services. Key aspects of the job include: • Drug screening services such as urine drug screens, hair follicle testing, and nail drug testing • Environmental drug screenings including in-home surface residue testing and swab sampling of household surfaces and air • Paternity testing with legally-admissible DNA testing for child paternity confirmation • Mobile services when required, with the ability to arrive on-site within a certain timeframe • Reports submitted to the City Case Manager within 72 hours from the time of request for standard services and within 5 days from request for paternity tests • Results of emergency or court-ordered screenings available within 24 hours of request

Budget estimate

$500,000 – $2,500,000

Given the scope of work, which includes substance and paternity testing services for at-risk families, and considering the contract term of 5 years, the budget could potentially be substantial. Factors influencing the budget range include the number of contracts awarded, the frequency and volume of testing services required, and the pricing structure proposed by the vendors. Assuming a moderate to high volume of testing services and considering the contract duration, a rough estimate for the budget could range from $500,000 to $2,500,000 over the 5-year period. This is a broad estimate and actual budgets may vary based on the specifics of the services provided and the terms negotiated in the contract.
