PIRATE'S COVE DRAINAGE IMPROVEMENTS

The City of Wilmington is seeking a qualified contractor to replace and improve a portion of the storm‑drainage system in the Pirate’s Cove neighborhood. The work includes extensive excavation, grading, back‑filling, installation of new reinforced‑concrete and high‑performance polypropylene storm‑drain pipes (30‑in. and 48‑in.), construction of related structures (manholes, catch basins, headwalls), concrete curb & gutter, sidewalks, driveways, asphalt paving (including mill‑and‑overlay), fine and coarse aggregate base, erosion‑ and sediment‑control measures, utility relocations, tree protection and re‑forestation, and full site restoration. The contract is a lump‑sum design‑bid‑build award with a 5 % bid bond, retainage, and liquidated damages for schedule overruns. The project must be completed within 240 calendar days from notice to proceed, with specific jurisdictional‑feature work (USACE §404 / NCDEQ §401) required to be finished by March 13 2027. • Major civil‑construction activities: pipe installation, concrete work, asphalt resurfacing, and earth‑moving. • Required coordination with utilities (Cape Fear Public Utility Authority) and compliance with USACE/NCDEQ permits for stream work. • Mandatory MBE/WBE goal removed (per Addendum 1); contractor must hold all applicable North Carolina licenses and provide performance and payment bonds.
