Description

The South Carolina Department of Natural Resources is seeking a qualified contractor to remove, prepare, tow, and sink the fishing vessel “Miss Sandra Gail,” which is currently hard‑aground in Little River, Horry County, SC. The work includes hazardous‑material verification and removal, vessel cleaning and modification to meet transport dimensions, towing the vessel to an offshore artificial‑reef site, and sinking it to create a reef. The contractor must handle all permitting for hazardous‑material work, provide necessary insurance, and remain compliant with state procurement rules. Delivery is expected within a 90‑day window after award. • Salvage & stabilization of a 52‑ft vessel, pump out water, and make temporary repairs. • Hazardous‑material clean‑out (fuel, oil, batteries, mercury, etc.) and debris removal. • Cut mast/outriggers, tow the vessel to Ron McManus Memorial Reef, and sink it to form an artificial reef. • Provide all required insurance (CGL $1M per occ, $2M aggregate; Auto $1M; Workers’ Comp) and certify compliance with DNR procurement clauses.

Budget estimate

$200,000 – $800,000

No budget is disclosed. Comparable marine‑salvage‑and‑reef‑creation contracts for a 50‑ft vessel typically range from $200 k to $800 k, depending on site conditions, hazardous‑material handling complexity, and towing distance. Assuming moderate fuel‑oil residues and a 30‑nm tow to the reef, the estimated contract value is likely between $250 k and $750 k.
