The U.S. Department of State's Bureau of Counterterrorism (CT) is seeking proposals for a 15-month cooperative agreement to improve the counterterrorism capabilities of one of Kenya's advanced tactical law enforcement units. The program aims to enhance the unit's operational readiness through three lines of effort: low-light and night-vision ability, using unmanned aircraft systems (UAS) for intelligence, reconnaissance, and surveillance (ISR) purposes, and organic explosive ordnance disposal (EOD) capability. The program will support the development of these skills to enhance the security surrounding the Manda Bay Military Base in Kenya.
• The program will focus on improving the unit's night vision capabilities to conduct efficient and effective nighttime operations against terrorist organizations.
• The program will enhance the unit's UAS capabilities to conduct route reconnaissance, suspect tracking, and support ground operations.
• The program will develop the unit's organic EOD ability to detect and neutralize potential IEDs in remote environments and dynamic situations.
• The program will provide training and equipment to support the unit's counterterrorism operations.
• The program will promote sustainability and local ownership by leveraging existing Kenyan training facilities and incorporating Kenyan instructors certified through prior CT-funded programming.
