The Alternative Mental Health Response Pilot Program is a contract between the City of Orlando and Aspire Health Partners, Inc. to provide mobile crisis team services to the City of Orlando. The program aims to provide an alternative response to mental health crises, reducing the need for law enforcement intervention and providing more appropriate support to individuals in crisis. The contract includes provisions for confidentiality, non-disclosure, and public records, as well as requirements for insurance, indemnification, and termination. The program will operate for a period of three years, with the option for renewal. Key aspects of the program include:
• Utilization of a civilian mental health team to deliver measurable outcomes for low-risk incidents
• Facilitation of access to community-based programs, such as mental health, housing, and addiction treatment
• Reduction of recidivism in the criminal justice system
• Increase in access to community and human services programs
• Enhancement of law enforcement efficiency by using mental health professionals for appropriate incidents
The program will be evaluated based on benchmarks, including response time, and will include data collection and analysis to assess its effectiveness.
