Electronic Foreclosure Property Registry Program

The City of Spokane is procuring a vendor to design, implement, and operate a web‑based Electronic Foreclosure Registry. The contractor will be responsible for creating a secure database, conducting outreach to lenders and other responsible parties, collecting and remitting registration fees, and maintaining the system so that it is fully operational within 60 days of contract award. The scope includes ongoing data management, monthly property monitoring, and the ability to expand the platform to additional municipal services in the future. • Develop and launch a cloud‑hosted foreclosure registry portal (functional within 60 days). • Manage registration outreach, fee collection, and monthly property compliance monitoring. • Provide ongoing system support, data integration, and optional future service expansions for up to three one‑year renewal periods.
