Description

This contract concerns the removal of two damaged barge‑fleet mooring “dolphin” piles and the installation of new 42‑inch steel pipe piles at the McDuffie Terminal in Mobile, Alabama. The work includes full‑depth removal, disposal, splicing of piles up to 80 ft, and application of a two‑coat protective paint system (safety‑yellow macropoxy on the top 25 ft and coal‑tar epoxy on the next 15 ft). The contractor must supply all labor, equipment, and supervision, hold the required Alabama General Contractor license, provide performance and labor‑&‑materials bonds equal to 100 % of the contract price, and meet extensive insurance and tax‑exemption requirements. The project schedule is limited to 30 calendar days of on‑site work, with liquidated damages of $500 per day for overruns.

Project No. 11751, Task #1

Contract value

$575,000

The solicitation requires two mandatory 42‑in. dolphin piles, with optional additions up to two more piles and removal of a sunken pile. Assuming an 80‑ft length per pile, the steel material cost (including fabrication) is roughly $100 000 per pile. Installation labor, equipment rental (pile‑driving rig, crane, barge), and site‑specific mobilization add another $80 000–$100 000 per pile. Protective coating (20 mil CTE + safety‑yellow macropoxy) is approximately $15 000 per pile. For the base scope (2 piles) the total is about $430 000. Adding the two optional piles and the sunken‑pile removal could raise the total to roughly $600 000–$650 000. A reasonable ball‑park estimate for the awarded contract therefore falls in the $500 000–$650 000 range; using the midpoint yields an estimate of $575 000.
