The County of Fresno, on behalf of the Department of Social Services, is requesting proposals from qualified vendors to provide High-fidelity Wraparound Services (Wrap) for Fresno County youth who are dependents of the Child Welfare System (CWS), Probation youth, or are youth eligible for the Adoption Assistance Program (AAP). The selected vendor(s) would provide 24/7 enhanced “Super Wrap” services via a Core Team model if the County is awarded the Children’s Crisis Continuum Pilot Program (CCCPP). The contract aims to provide wraparound services to support the youth and their families. Key aspects of the contract include the provision of high-fidelity wraparound services, super wrap services, and the establishment of a Spanish on-call service to support monolingual families. The contract also requires the vendor to work cooperatively with the County Departments, caregivers, mental health providers, and other agencies to achieve goals. Some of the key features of the wraparound services include:
• Providing high-fidelity wraparound services to youth and their families
• Establishing a Spanish on-call service to support monolingual families
• Working cooperatively with the County Departments, caregivers, mental health providers, and other agencies to achieve goals
• Providing super wrap services via a Core Team model
• Supporting the youth and their families through a whatever-it-takes approach

The evaluation team assessed the bidders based on their proposals, which included their program design, implementation plan, staffing plan, and cost proposal. The team also evaluated the bidders' experience in providing services to rural and underserved areas, as well as their understanding of Medi-Cal billing and use of an electronic Medi-Cal billing system.
