This statewide Washington contract supplies bulk engine lubricants, greases, gear oils, and diesel exhaust fluid (DEF) to all eligible state agencies, higher‑education institutions, political subdivisions, federal agencies, non‑profit corporations, and tribes. The contract is an indefinite‑delivery, indefinite‑quantity (IDIQ) vehicle with a base term of four years (Sept 1 2026 – Aug 31 2030) and a possible extension of another four years pending performance metrics. Pricing is negotiated via a discount off a published price list (effective July 24 2026) and includes a vendor‑management fee of 1.5 % of sales. The contractor must maintain extensive insurance coverage, submit quarterly sales reports, and adhere to strict delivery (within 5 business days) and record‑retention (6 years) requirements. Over‑water (marine) deliveries are permitted with a separate discount rate.
