HBEX8 - CalHEERS Project Independent Verification & Validation Services RFP

This contract awards a fixed‑price, 24‑month independent verification and validation (IV&V) services effort for the California Healthcare Eligibility, Enrollment and Retention System (CalHEERS). The vendor will provide an IV&V Management Plan, conduct ongoing monthly reviews, and deliver exception‑based reports to ensure that the CalHEERS project meets design, development, and implementation standards. Key responsibilities include reviewing project management practices, quality assurance processes, requirements traceability, data conversion, and testing activities, all in accordance with IEEE‑1012‑2004 and related industry standards. The work is performed within a 30‑mile radius of Sacramento, with the vendor supplying its own workspace and equipment.
