Description
This contract provides Covered California with ongoing technical support, enhancements, and knowledge transfer for its existing chatbot and website. The contractor must maintain the Microsoft‑based chatbot (Bot Framework, LUIS, Cosmos DB), develop new functionality, ensure ADA‑compliant web updates, and deliver on‑site or telework‑approved support in Sacramento. The award is a time‑and‑material arrangement not to exceed $990,000 total (approximately $330,000 per year) over a three‑year base term, with two possible one‑year extensions. Preference points are available for small‑business and DVBE status, but the solicitation is open competition.
• Scope: chatbot maintenance, LUIS model training, new feature development, website page creation, ADA compliance, documentation, and on‑site support.
• Key Personnel: at least one Lead Chatbot Developer with ≥5 years HTML/CSS/JS, ≥2 years Node JS, and ≥2 years Microsoft Bot Framework/LUIS experience.
• Delivery: work aligned with Covered California business hours (8 AM‑5 PM, M‑F); all deliverables require written acceptance before invoicing.
