Description
The City of Toledo is seeking professional‑services proposals to monitor, support regulatory compliance, and optimize its Gas Collection and Control System (GCCS) at the Hoffman Road and Stickney Avenue landfills. The work includes monthly wellfield tuning, quarterly surface‑emission scans, data‑management in an electronic database, preparation of Title V, NSPS, GHG, and other emissions reports, and ongoing system‑optimization consulting. The contract is structured as a not‑to‑exceed unit‑price agreement with a one‑year base term and two optional one‑year renewals.
• Perform monthly wellfield tuning and additional re‑monitoring events to maintain gas‑quality targets.
• Provide quarterly and annual regulatory reporting (Title V, NSPS, CEDRI, GHG, etc.) and data‑management services.
• Offer consulting support for compliance, system optimization, and coordination with future renewable‑energy developers.
