Sole Source Justification to Systalex Corporation

This is a sole‑source justification to extend an existing EPA GSA task order (47QTCA20D0006/68HERD21F0106) with Systalex Corporation for one year. The work involves program and project management, design, development, deployment, operations, maintenance, and reporting for approximately 28 EPA‑specific IT systems that support the Drinking Water Infrastructure Development Division. Systalex is the only vendor with the embedded knowledge of these systems and the specialized expertise needed to implement upcoming National Primary Drinking Water Regulations, making a competitive rebid impractical.
