Description
The City of Spokane issued RFP 5451‑21 to acquire a comprehensive Mobile Parking Payment (MPP) system. The solicitation called for an integrator to provide a city‑wide backend platform and for multiple system partners to supply mobile‑app solutions that interoperate with existing parking hardware, citation, LPR, and GIS systems. After evaluating three proposals, the City announced its intent to award the integrator role to ParkMobile, LLC and to pre‑qualify four partners (Passport Labs, PayByPhone, Flowbird, and HONK) for Phase 2. The contract will span three years, be renewable by mutual agreement, and require PCI‑DSS compliance, real‑time transaction processing, 24/7 bilingual support, extensive reporting, and integration with a variety of meter vendors and Esri ArcGIS.
