RFP - 2026 City of Cortez Parks & Recreation Master Plan

The City of Cortez is seeking proposals for a Parks and Recreation Master Plan to chart the next ten years for the City of Cortez Parks and Recreation Department. The scope of work includes internal assessment and project administration, community engagement, resource and data collection, issue identification, implementation, and development of final plans and supporting material. The master plan should be based on a firm understanding of the department's strengths, weaknesses, opportunities, and be a community-inspired, actionable plan for implementation. Key aspects of the project include: • Developing a comprehensive, community-centered approach to create a sustainable parks and recreation vision • Conducting community engagement and outreach to educate and engender buy-in among the community • Identifying, describing, and implementing a comprehensive strategy and methodology for community involvement • Providing a detailed presentation of the master plan approach to parks and recreation leadership • Developing a community engagement plan, including a project marketing and information plan, and a partner engagement plan • Delivering a written assessment of previous plans, a prioritized list of community needs and improvements, and a final master plan document.
