Description

The Western Municipal Water District is seeking a qualified contractor to permanently repair and protect eroded slopes of the recycled‑water storage pond at the Western Water Recycling Facility (WWRF) in Perris, CA. The scope includes excavation, engineered fill, rip‑rap (including HDPE‑bag alternatives), geotextile placement, drainage improvements, guardrail installation, storm‑water pollution prevention planning, and associated site work while the pond remains operational. The contract is a fixed‑price public‑works award with a 240‑day construction schedule, mandatory pre‑bid site walk, and stringent bonding, insurance, and prevailing‑wage requirements. • Core civil works: earthwork, back‑fill, rip‑rap, geotextile, drainage (ductile‑iron pipe, catch basins, V‑ditches). • Erosion control options: conventional rip‑rap, Concrete Canvas®, Geocell, Engineered Earth Armoring System, AquaRockBag®. • Environmental compliance: SWPPP, SCAQMD dust‑control, weekly certified payroll, and PFAS/VOC testing results. • Procurement constraints: 10 % bid bond, 100 % performance/payment bonds, 95‑day bid validity, mandatory pre‑bid conference, electronic submission via PlanetBids.

Budget estimate

$1,300,000 – $1,700,000

The engineer’s estimate for the project is $1.5 million, and the bid will be based on a lump‑sum price that must cover all civil, earthwork, erosion‑control, and compliance items. Considering typical contractor mark‑ups, risk premiums, and the need for bonding, the award amount will likely fall between $1.3 M and $1.7 M. Factors influencing the range include the chosen erosion‑control option (HDPE‑bag vs. conventional rip‑rap), site‑specific soil conditions, and any required remedial actions for PFAS/VOC exceedances.
