The City of Fresno’s Department of Public Utilities is seeking a qualified consulting engineering firm to assess, design, and support the rehabilitation of six primary clarifiers at its Fresno‑Clovis Regional Wastewater Reclamation Facility. The scope covers condition assessments, preliminary and detailed design (30 % through 100 %), permitting assistance, and bid‑support services, all delivered on a time‑and‑materials basis with a not‑to‑exceed fee.
• Conduct two mandatory site walks and detailed inspections of clarifier structures, drive systems, electrical gear, and sludge‑pump equipment.
• Produce a phased design package (pre‑design, 30 %, 60 %, 90 %, and 100 % design) including drawings, specifications, cost estimates, and commissioning/test plans.
• Provide CEQA categorical exemption documentation, assist with permitting, and support the procurement process (pre‑bid meetings, bid evaluation, contract finalization).
• Deliver a full set of deliverables (Project Management Plan, Technical Memorandum, design reports, construction‑ready documents) in specified digital formats.
• Must meet local‑preference criteria (office within 25 mi of Fresno City Hall) and extensive insurance and compliance requirements.
The consultant will work closely with City staff, maintain a rigorous QA/QC program, and ensure that at least four clarifiers remain operational throughout the rehabilitation.
