Term Contract for Water Meter Testing and Repair

The City of Garland is seeking a contractor to test and repair large water meters within the city. The contractor will be expected to test approximately 1,002 large meters in the first year, with the possibility of renewing the contract for up to four years. The contractor will be paid for actual work performed each year, with a blanket purchase order of $250,000 each year. The contractor will be required to provide a detailed report of each meter tested, including location, meter brand, size, type, and identification number, as well as test results and any problems encountered. The contractor will also be required to provide a 12-month workmanship and performance warranty on all repaired meters. • The contractor will be required to test large water meters using a comparative type large meter test unit capable of maintaining an accuracy of +/- 1-1/2% and have a performance range of ½ GPM to 1,800 GPM. • The contractor will be required to calibrate all water meters to AWWA Accuracy Standards. • The contractor will be required to provide all parts to be installed on subject repairable meters, including gaskets and change gears, if applicable. • The contractor will be required to return all removed meter parts to the City in plastic bags or suitable containers with meter serial number and date indicated on bag/container. • The contractor will be required to forward the repaired meter test report, copy of parts sheet, and invoice to the City’s Water Department.
