Description

The City of Greenbelt is seeking a qualified contractor to design, install, operate, and maintain an Automated Stop Sign Enforcement Program. The program will utilize camera systems to detect and document stop sign violations, and the contractor will be responsible for providing all necessary labor, materials, equipment, software, and services. The scope of work includes system design and technology, installation and deployment, system operation and maintenance, violation processing and adjudication support, data reporting and program evaluation, training and support, and compliance with federal, state, and local laws and regulations. The contractor will also be required to provide a secure and legally compliant back-office system for reviewing and processing violations. Some key features of the program include: • Fixed-post or mobile trailer-based camera systems with radar, lidar, or equivalent technology • High-resolution images and/or video to identify vehicles and license plates • Minimization of false positives and accurate violation capture • Compliance with Americans with Disabilities Act and other applicable laws and regulations • Provision of monthly, quarterly, and annual reports detailing violation counts and system uptime • Training and support for City staff and law enforcement personnel • Maintenance of data privacy, cybersecurity, and chain-of-custody protocols

Budget estimate

$200,000 – $400,000

The final contract value will depend on the number of infractions/violations. Based on the project cost class, which is estimated to be between $100,000 and $500,000, it can be inferred that the budget will likely fall within this range. The actual budget will depend on the contractor's pricing plan and the number of violations detected and processed. Factors that may influence the likely payment range include the effectiveness of the automated enforcement system, the number of stop signs and camera systems installed, and the rate of violations detected. Given the information provided, a reasonable estimate for the budget would be between $200,000 and $400,000.
