Industry Day: Food Service, Senate Office Buildings (SOB) Q&A

The Architect of the Capitol is seeking a contractor to provide food services for the Senate Office Buildings. The contractor will be responsible for managing the food service operations, including catering, vending, and retail services. The government will utilize a shared risk model for some contract models, where the government reimburses the contractor's losses up to break-even, and over break-even, a commission is paid to the government based on a percentage of gross receipts. The contractor will also be required to establish an account and manage all oil disposal. The population of the Senate Office Buildings averages 10K people throughout the year, with 32 in-session weeks and 20 out-of-session weeks. The contractor will need to comply with any collective bargaining agreements or unions currently in place. • The government expects to post the RFP in SAM in early second quarter of fiscal year 2026. • The award is expected to be made in the summer 2027 with performance beginning December 2027. • There will be a 90-day overlap of services as a transition period. • The contractor will need to provide historical data on building populations, sales volumes, and peak operational periods. • The contractor will need to comply with any collective bargaining agreements or unions currently in place.
