Description

The Cecil County Public Schools (CCPS) is seeking proposals from insurance carriers with a national pharmacy network to provide Pharmacy Benefits Management (PBM) services for its self‑insured employee health plans, currently administered by Aetna and CareFirst BlueCross BlueShield. The contract will cover prescription drug coverage effective September 1 2027 for approximately 2,400 CCPS employees. Proposals must be based on the vendor’s owned pharmacy network; third‑party administrators are excluded. All questions must be submitted electronically by August 28 2026, and proposals are due by September 15 2026. Declination letters are required by September 4 2026. Willis Towers Watson acts as the liaison for all communications. • Scope: Full‑service PBM for a self‑insured employee health plan (formulary management, claims processing, rebate negotiations, network management). • Eligibility: Insurance carriers with an owned national pharmacy network; third‑party administrators not considered. • Volume: ~2,400 employees; anticipated pharmacy spend roughly $500‑$800 per employee per year. • Effective date of coverage: September 1 2027. • Submission requirements: Proprietary proposal, adherence to RFP conditions, electronic submission by deadline; no extensions granted. • Contact: Ted Sines (WTW Employee Benefits) for all RFP‑related inquiries.

Budget estimate

$1,200,000 – $6,000,000

Based on the size of the employee population (≈2,400) and typical per‑employee pharmacy spend ($500‑$800 annually), the annual PBM spend is estimated between $1.2 million and $1.9 million. Assuming a contract term of 3‑5 years (common for PBM agreements), total contract value could range from roughly $3.6 million to $9.5 million. The estimate therefore reflects a low‑end single‑year value of about $1.2 million and a high‑end multi‑year value of about $6 million, acknowledging that exact term length and negotiated rebate structures will affect the final amount.
