Intent to Sole Source: ALCMS Managed Switched Upgrade

The US Air Force intends to award a sole-source contract to ADB SAFEGATE Americas LLC for a proprietary technology upgrade to the existing GSB-2501 Airfield Lighting Control and Monitoring System (ALCMS) at Seymour Johnson AFB. The scope of this requirement includes a comprehensive, turnkey solution consisting of supplies, such as proprietary network hardware upgrades, and services, including professional technical services for project design submittals, Factory Acceptance Testing (FAT), and on-site system commissioning. The contract action is being conducted under the authority of R-DFARS 206.103-170, which allows for sole-source acquisition when only one responsible source can satisfy agency requirements. • The contract is for a proprietary hardware and software technology upgrade to the existing ALCMS. • The procurement includes replacing existing unmanaged network components with a new, fully managed system based on the Cisco IE3300 switch platform. • The contract will include all proprietary hardware for the Air Traffic Control Tower, Airfield Electrical Vault, and Maintenance Center. • Professional services are required for project submittals, factory acceptance testing, and on-site system commissioning to ensure a fully functional, integrated system.
