The Massachusetts Port Authority (Massport) is seeking a qualified vendor to supply, configure, and implement an enterprise‑wide Asset Management (EAM) system that will replace a fragmented set of legacy tools across airports, maritime terminals, and related facilities. The effort includes full software licensing, data migration, integration with multiple enterprise systems (Oracle Fusion, ESRI ArcGIS, AutoCAD Revit, Microsoft Fabric/Power BI, sensor feeds, etc.), development of mobile iOS applications, extensive training, and a three‑year service agreement with two optional one‑year extensions. The selected vendor must meet strict security standards (FedRAMP‑compatible, TLS 1.2+, MFA, Azure Entra ID SSO) and deliver all deliverables outlined in the RFP’s 38‑item cost proposal, covering project management, design, testing, deployment, documentation, and warranty support.
• Provide a configurable, SaaS‑hosted EAM solution that supports QR‑code scanning, mobile iOS field work, inventory, work‑order scheduling, and full lifecycle asset tracking.
• Integrate the EAM platform with Massport’s existing enterprise systems (Oracle Fusion ERP, ESRI ArcGIS, AutoCAD Revit, Power BI, IoT sensor streams) and migrate data from Maximo, Hexagon MP2, Excel, and BIM sources.
• Deliver comprehensive implementation services: project management plan, requirements analysis, functional specification, architecture & security design, integration & data‑conversion plans, testing scripts, organizational change management, user documentation, training for ~300 desktop users and ~200 mobile users, and a one‑year warranty with optional annual support extensions.
• Meet stringent security and performance criteria: 99.9 % uptime, sub‑3‑second response times, FedRAMP‑compatible controls, TLS 1.2+, MFA, Azure Entra ID SSO, and full audit logging.
• Contract term: initial three‑year period with two optional one‑year renewal options; Massport retains right to terminate earlier for performance or security breaches.
