Description

The State of Colorado’s Department of Local Affairs (DOLA) is issuing a Pre‑Disaster Request for Qualifications (RFQ) to establish a pool of qualified contractors who can perform a wide range of disaster‑recovery services under the Disaster Resilience Rebuilding (DRR) Program. Selected firms will be eligible for future task‑order contracts (mini‑RFPs) covering technical assistance, residential reconstruction, grant/loan administration, buyout programs, rental assistance, and transitional housing. Vendors must demonstrate capability to staff field offices in disaster‑affected areas, comply with federal, state, and local regulations, and provide detailed experience narratives for the specific service areas they wish to be qualified for. Submissions are electronic only, due October 6, 2026, with an inquiry deadline of September 29, 2026. The award of Master Task Order contracts is anticipated by November 10, 2026, with a potential contract term of up to five years. • Eligible services: disaster‑recovery planning, housing reconstruction oversight, grant/loan processing, buyout administration, rental assistance, transitional housing. • Required deliverables: qualifications narrative, staff resumes, insurance ACORD, W‑9, vendor disclosures, and references. • Mandatory requirements: registration on Colorado VSS and BidNet, FEIN registration, background checks for staff, bilingual (English/Spanish) support, and adherence to HUD, ADA, and Colorado building codes. • Evaluation based on experience, staffing, pricing, and SDVOSB preference points. • Successful firms will receive task‑order opportunities as disasters are declared, with compensation dependent on available federal/state funds.

Budget estimate

$2,000,000 – $10,000,000

The solicitation does not disclose a specific contract value. However, similar state‑wide disaster‑recovery consulting pools typically range from a few million to double‑digit millions of dollars over the contract term, depending on the number and size of task‑order awards, the extent of reconstruction services, and the availability of federal CDBG‑DR and DRR funds. Assuming an average of 3–5 major task orders per year at $500 K–$2 M each, the total potential revenue over the 5‑year contract could be roughly $5 M to $15 M. Larger reconstruction or buyout projects could push the high end higher.
