The Commonwealth of Massachusetts Department of Fire Services is seeking qualified Critical Incident Stress Management (CISM) teams to receive reimbursement‑only funding for FY2024‑FY2029. This is a pre‑qualification, rolling‑enrollment solicitation that allows eligible organizations to submit a response at any time during the contract period and receive annual award amounts based on a competitive evaluation. Successful teams will provide 24/7/365 CISM services, adhere to the International Critical Incident Stress Foundation (ICISF) model, and maintain a licensed clinical director with liability insurance. Funding supports training, equipment, operating expenses, travel, and professional association memberships, but excludes direct incident response costs and back‑fill overtime.
• Eligibility: tax‑exempt nonprofit or MA political subdivision, SBPP‑eligible, must have 24/7/365 call‑out capability and licensed clinical director.
• Funding Mechanism: reimbursement‑only, up to $400,000 total over contract life; annual award amounts determined after FY‑specific application.
