The Metropolitan Government of Nashville and Davidson County is seeking a Construction Manager‑at‑Risk (CMAR) to deliver a full interior renovation of its four‑story Metro Office Building while the facility remains occupied. The CMAR will provide pre‑construction services, develop a Guaranteed Maximum Price (GMP), manage subcontractors, and oversee the phased construction from December 2026 through January 2029. The scope includes complete interior demolition, new finishes, ceiling and partition systems, upgraded lighting and controls, mechanical and plumbing modifications, breakroom outfitting, and coordination of technology infrastructure under separate contracts. The contractor must meet extensive licensing, insurance, and equal‑business‑opportunity requirements and will be evaluated on cost, qualifications, and a general management plan.
• Full interior demolition and replacement of finishes (carpet, LVT, tile, ceilings, walls, doors, casework).
• Mechanical, electrical, and plumbing upgrades, including new HVAC split system for IT closet and complete restroom fixture replacement.
• Phased construction to keep the building occupied, with three phases spanning Dec 2026 – Jan 2029, and required deliverables such as baseline schedule, construction‑management plan, GMP proposal, monthly progress reports, and final close‑out documentation.
• Mandatory compliance with Tennessee contractor licensing, insurance, EBO (6 % MBE, 2 % WBE), SBE/SDV (15 % overall), drug‑free workplace, background checks, and Metro’s information security agreement.
• Evaluation weighting: 40 % cost, 30 % qualifications & experience, 30 % general management plan.
