FY26, Recovery Residence Certification

The purpose of this Request for Proposals (RFP) is to obtain competitive proposals from qualified vendors to serve as the certifying body for recovery residences in Colorado. The selected Contractor will establish and sustain a statewide certification system that ensures consistent quality, safety, and accountability across recovery residences. Key responsibilities include: • Developing and maintaining a certification program that incorporates nationally recognized standards • Establishing and maintaining a Board of Directors to oversee certification practices, policies, and procedures • Preparing and submitting required deliverables, including Board Details Reports, Policy and Procedure Reports, training materials, annual reports, and monthly reports • Hosting annual training for recovery residence staff and other stakeholders at no cost to the participants • Ensuring compliance with House Bill 19-1009 and accompanying Statement of Work. Some of the key requirements for vendors include: • Being legally authorized to conduct business in the State of Colorado • Having the organizational capacity to implement a recovery residence certification program • Holding a national certificate or accreditation, such as National Alliance for Recovery Residences (NARR) or another nationally recognized certification • Being able to comply with nationally recognized standards for recovery residence certification • Being able to establish and maintain a Board of Directors to provide oversight of certification practices, policies, and procedures.
