The Motor Carrier Safety Assistance Program (MCSAP) is a Federal formula grant program that provides financial assistance to States and U.S. Territories to reduce the number and severity of crashes, injuries, and fatalities involving commercial motor vehicles. The program's goal is to ensure that the Secretary of Transportation, States, and U.S. Territories work in partnership to establish and maintain programs that improve motor carrier, commercial motor vehicle (CMV), and driver safety. Key areas of focus for Fiscal Year 2026 include reducing fatal CMV crashes, crash causal factors, driver and vehicle inspections, work zone safety, human trafficking, and hazardous materials safety.
• The program will allocate funds based on a formula, with estimated funding levels provided for each State.
• Applicants must submit a Commercial Vehicle Safety Plan (CVSP) through the eCVSP Tool and standard Federal grant forms through Grants.gov.
• The CVSP should include program structure, past performance data, performance goals, objectives, activities, strategies, performance measures, and comprehensive budget information.
• States are required to meet all eligibility and program requirements outlined in 49 U.S.C. § 31102 and 49 CFR part 350 to receive MCSAP funds.
