The Rhode Island Housing and Mortgage Finance Corporation (RIHousing) is seeking a Rhode Island‑certified general appraiser to serve as the substantive reviewer for Section 8 Rent Comparability Studies (RCS) over a two‑year contract. The vendor will evaluate owners’ RCS submissions for compliance with HUD Section 8 Renewal Guide criteria, prepare certification memos and decision letters, and recommend field visits when needed. Turn‑around time is tight—each review must be completed within ten calendar days of receipt. Payments are made per RCS reviewed, with monthly invoicing and a minimum 30‑day payment cycle. The work volume is variable but historically averages about 35 reviews per year.
