Description

The County of Butte is seeking a firm to provide housing to Behavioral Health Services Act (BHSA) eligible individuals through the use of County-provided operational subsidies. The selected respondent will be required to enter into a contract with the County for the services requested in this RFP within a reasonable time after award. The contract is intended to be valid for 1 year with an option to renew for 2 additional 1-year extensions at the County's discretion. Key responsibilities include providing housing services, adhering to BHSA regulations, and participating in efforts to address statewide population behavioral health goals. The respondent should demonstrate an ability to leverage operational subsidies to benefit the community in Butte County. Some key points to consider include: • Providing housing to BHSA eligible populations • Adhering to BHSA regulations and goals • Participating in statewide population behavioral health goals • Demonstrating cultural competency and ability to serve minority populations • Ensuring compliance with fair housing and non-discrimination laws • Providing access to clinical and supportive behavioral health care services • Coordinating with County and community providers to support consumers in accessing services • Creating community support for housing programs and the population they serve

Budget estimate

$500,000 – $2,000,000

The budget for this opportunity is likely to be substantial, given the scope of the project and the fact that it is a government-funded initiative. The contract is intended to be valid for 1 year with an option to renew for 2 additional 1-year extensions, which suggests a long-term commitment from the County. The budget will depend on various factors, including the number of housing units subsidized, operating costs, and the cost per unit. Assuming an average cost per unit of $50,000 to $100,000 per year, and considering the County's intention to provide operational subsidies, the total budget could range from $500,000 to $2 million per year, depending on the number of units and the cost per unit.
