Description
The State of Vermont, through the Vermont Veterans’ Home, seeks a qualified consulting firm to develop a comprehensive 2027‑2031 Strategic Plan. The effort will involve reviewing existing documentation, facilitating stakeholder workshops (including three Board sessions), performing scenario analysis using the Baldrige framework, and delivering a full‑color, publication‑quality strategic plan with implementation and monitoring tools. The contract is for three years with optional one‑year extensions.
• Conduct a full review of current strategic materials, interviews, and focus groups to synthesize findings.
• Lead three Board workshops to prioritize goals, define “ends‑ways‑means,” and create measurable performance indicators.
• Produce a 25‑40‑page full‑color strategic plan, public summary, implementation framework, and supporting presentation/communication materials, all Section 508 compliant.
• Provide templates and an annual review process for the Strategic Planning Committee to track progress post‑adoption.
• Deliver all outputs in professional design quality, with 50‑100 printed copies and a digital PDF package.
