The Municipality of Anchorage is seeking a single, Alaska‑registered firm to provide Operations & Maintenance at‑Risk (OMAR) advisory services for the planning, design, and pre‑construction phases of a 25 MW waste‑to‑energy (WTE) facility. The contractor will act as a “shadow operator,” delivering engineering and operational expertise, O&M cost modeling, regulatory coordination, stakeholder integration, and readiness planning, with the potential to secure a subsequent long‑term O&M contract. The solicitation requires a detailed performance survey, a 20‑page technical proposal, and evidence of Alaska presence. Evaluation is weighted across performance survey, methodology, team experience, resources, and local presence.
